a) Uninstall any previous version of Sony Vegas Pro and delete C:\Program Files\Sony
b) Press Start-> Run -> regedit and press Enter
Delete this:
HKEY_CURRENT_USER\Software\Sony Creative Software
HKEY_LOCAL_MACHINE\Software\Sony Creative Software
Uninstall everything, apply NOTES BEFORE INSTALL SONY VEGAS PRO 9, then install again Sony Vegas Pro 9.0 and activate with my instructions.
BTW after the activation, you will get all the transitions and all the effects, look at this caps from my PC.

You are using Windows 7 ? well you can get this dll fom Google, search, download, unzip, copy/paste in C:\WINDOWS that´s all.
